Manage administrative operations of the outpatient physical therapy program. Serves critical role in managing/coordinating all general and specialty clinics that outpatient physical therapy operations including, but not limited to Outpatient Orthopedics, Cardiopulmonary, Geriatrics, Amputee, Aquatics, Neurological, Lymphedema, Pelvic Floor, and Chronic Pain programs.

Duties

Manage administrative operations of the outpatient physical therapy program. Oversees operations of key clinical, training, research, and administrative programs (most specifically community care coordination). Serve a critical role in managing and coordinating all general and specialty clinics that outpatient physical therapy operations including, but not limited to Outpatient Orthopedics Cardiopulmonary, Geriatrics, Amputee), Aquatics, Neurological, Lymphedema, Pelvic Floor, and Chronic Pain programs. Responsible for clinical triage review and clinic build compliance per VHA policies, and administrative management of outpatient operations to include productivity review and analysis, monitoring and optimizing access metrics, optimizing clinic utilization and bookability metrics. Functions Clinical Maintain 50% clinical caseload. Serve as a subject matter expert for healthcare providers in specialty practice areas. Independently implement treatment plan. Present advanced knowledge in the therapeutic interventions and clinical practice guidelines. Provide varied and multifaceted physical therapy interventions. Interpret and apply clinical practice guidelines. Knowledge of physical therapy data collection and assessment techniques. Instruct patient on varied interventions. Modify treatment techniques. Identify critical changes in patient conditions. Work with PTs and other interdisciplinary healthcare team members to evaluate patient information. Assists PT in the development of a comprehensive treatment plan. Administers standardized tests. Makes recommendations regarding patient's need for services. Positions or repositions patients using proper transfer devices. Assembles, adjusts and issues assistive devices for ambulation and instructs. Measures and adjusts wheelchairs and instructs. Instructs, motivates, and assists patients to learn and improve functional activities, pulmonary function, principles of cardiovascular and cardiopulmonary endurance, use and care for orthoses, prostheses, and supportive devices. Varies procedures or positions to adjust for Veterans' medical conditions. Education Mentor other staff in advanced clinical guidelines and best practices. Provides patient/family education. Participates in PT, RCS, and interdepartmental staff development programs and provides instruction/orientation to new PTAs on staff. Updates knowledge base regarding current trends in physical therapy. Assists with the supervision and training of student PTAs, volunteers, work students and other healthcare practitioners. Administrative Responsible for managing and coordinating all general and specialty clinics that outpatient physical therapy operations including. For all clinics and programs, responsible for clinical triage review and clinic build compliance per VHA policies, and administrative management of outpatient operations to include productivity review and analysis, monitoring and optimizing access metrics, optimizing clinic utilization and bookability metrics. Critical liaison with the community care team to coordinate effective and efficient care for Veterans services. Serves primary role in identifying department needs, and designing and implementing programs for the department. Provides input for the development and/or revisions of policies and procedures. Understands basics of VERA and CPT coding. Participates in the collection of data for QI monitors, and outcome measures relating to services. Responsible for regularly monitoring consults, orders, and referrals received. Responsible for following time and leave policies. Follows all applicable laws, regulations and policies regarding confidentiality. Assists the PT Supervisor in determining effective patient to therapist ratios. Participates in physical therapy employee selection. Monitors PT equipment. Works closely with PT Discipline Manager and RCS Program Managers in adjusting, designing, and implementing new patient care standards. Manages clinic cancellation and modification. Creates clinics for new providers, adjusts and blocks clinics appropriately, and builds clinics at least 1 year in advance. Serves as a point-of-contact for outpatient needs related to community care, prosthetics, surgery, and GMS. Adherence to VA and RCS scheduling, documentation, and access mandates. Supervises volunteers, and student PTA's. Participates in departmental walkabouts and environment of care initiatives. Serves as a resource. Serves as primary consult triager and community care liaison. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: PTA candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education: Individuals must meet at least one of the requirements below: Associate degree from an accredited community college, junior college, college or university in a physical therapy assistant education program accredited by the Commission on Accreditation in Physical Therapy Education; OR Graduate of foreign physical therapy assistant degree programs that meet the educational requirement and have successfully passed the National Physical Therapy Exam (NPTE) for PTAs. OR Graduate of military physical therapy assistant programs that meet the educational requirement and have successfully passed the NPTE for PTAs. Licensure: Current, full, active and unrestricted license as a PTA in a State, Territory or Commonwealth (i.e. Puerto Rico) of the United States, or District of Columbia. Loss of Credential: A PTA who fails to maintain the required licensure must be removed from the occupation, which may also result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Physical Therapy Assistant (Program Coordinator), GS-10 Experience: One year of experience equivalent to the lower grade. Demonstrated Knowledge, Skills and Abilities: In addition to meeting the basic requirements, the candidate must demonstrate the following KSAs. Skill in program management/administration to include direction, development, consultation, negotiation and compliance. Ability to apply advanced knowledge of the program to interdisciplinary team functions, goals and outcomes across multiple areas of practice. Ability to serve as a consultant to internal and external stakeholders regarding the program. Ability to serve as facilitator in coordinating program initiatives among multiple teams and departments. Ability to evaluate the effectiveness of the program and make performance improvement adjustments as indicated. Ability to mentor and train others in the assigned program area. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty) and variety and be performed by the incumbent at least 25% of the time. PTAs at this level manage all aspects of a distinct program or service within the facility, Veterans Integrated Service Network (VISN), national and/or regional level. They serve as a subject matter expert in a rehabilitation program such as, but not limited to, geriatrics, amputee, brain injury, cardiac rehabilitation, orthopedics, neurological, clinical education or any other functional debilitative conditions. The program coordinator is knowledgeable about facility, regional and national policies to ensure compliance. Program coordinators oversee operations and/or management of key clinical, training, research and/or administrative programs. They develop and implement programs, policies, and procedures to meet program goals, policy and external accreditation requirements at the VISN, national and/or regional level. They monitor outcomes and implements strategies for program improvement. They are also responsible for developing and implementing short- and long-term goals and objectives consistent with the program's strategic plan. Physical Requirements: This work requires heavy lifting (45lbs and over), moderate lifting (15-44lbs), light lifting (under 15lbs), heavy carrying, moderate carrying, light carrying, reaching above shoulder, use of fingers, both hands required, walking, standing, crawling, kneeling, repeated bending, both legs required, ability for rapid mental and muscular coordination simultaneously, and mental and emotional stability. Environmental factors of this work is working outside, inside, and working alone.
