Duties

Use benefit-cost analyses to determine the value of alternative federal investments in a technically sound and policy compliant manner while using discounting to account for timing differences between benefit realization and expenditures. Prepare study scopes of work for economic analyses, including detailed schedules and budgets as well as contingencies. Complete technical reviews of economic analysis included in studies and decision documents, including District Quality Control (DQC) reviews and Agency Technical Reviews. Prepare concise briefing materials on large-scale, complex, highly visible and often controversial water resources projects and programs to report to senior economists, supervisory economists, and/or other management level staff. Mentor junior graded staff on various water resources and restoration related issues; provide guidance, support, and leadership to less experienced team members.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• TDY up to 20% is required.
• Position requires the incumbent to submit a Confidential Financial Disclosure Report (OGE-450) upon entry, and annually thereafter.

The applicant will have experience managing complex economic evaluations and developing detailed scopes of work. The applicant will also have experience conducting technical reviews of reports and analytical products as well as analyzing relevant sources of risk and uncertainty. Finally, the applicant will have experience mentoring less experienced economists and leading teams from the economics perspective.
