Duties
Use benefit-cost analyses to determine the value of alternative federal investments in a technically sound and policy compliant manner while using discounting to account for timing differences between benefit realization and expenditures.
Prepare study scopes of work for economic analyses, including detailed schedules and budgets as well as contingencies.
Complete technical reviews of economic analysis included in studies and decision documents, including District Quality Control (DQC) reviews and Agency Technical Reviews.
Prepare concise briefing materials on large-scale, complex, highly visible and often controversial water resources projects and programs to report to senior economists, supervisory economists, and/or other management level staff.
Mentor junior graded staff on various water resources and restoration related issues; provide guidance, support, and leadership to less experienced team members.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY up to 20% is required.
- Position requires the incumbent to submit a Confidential Financial Disclosure Report (OGE-450) upon entry, and annually thereafter.

Basic Requirement for Regional Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Applicant will demonstrate they have the leadership skills and technical ability necessary to manage economists responsible for identifying economically efficient infrastructure projects. The applicant has knowledge, skills, and abilities to run complex economic models to estimate coastal storm damages prevented, recreational impacts, economic benefits from navigational transportation cost savings or estimate damages prevented by flooding. The applicant will have experience presenting economic analysis to wide audiences including the public, local governmental officials, and senior leadership within the Federal Government. The applicant will have experience managing complex economic evaluations and developing detailed scopes of work. The applicant will also have experience conducting technical reviews of reports and analytical products as well as analyzing relevant sources of risk and uncertainty. Finally, the applicant will have experience mentoring less experienced economists and leading teams from the economics perspective.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
