Duties

This position is located in the Klamath Basin Area Office (KBAO). It supports the Area Office and provides support as needed to the California-Great Basin (CGB) Regional Native American Affairs Program Manager. Manages KBAO Native American Affairs (NAA) activities in accordance with DOI and Reclamation policies and guidance. Responsible for ensuring that Reclamation's programs in the areas of Native American coordination and consultation, communication and special activities are effectively and efficiently planned and carried out within the KBAO. -Leads KBAO Tribal outreach efforts while serving as the central contact with Native American Tribes for coordinating activities involving KBAO. -Performs as a liaison between 10 Tribal Groups (Yurok Tribe, Karuk Tribe, Hoopa Valley Tribe, Klamath Tribe, Modoc Tribe, Pulikla Tribe, Quartz Valley Indian Reservation, and Shasta Indian Nation) located in Northern California and Southern Oregon and leads resolution of complex KBAO issues. -Maintains a communications link between KBAO and Tribes by developing relationships that promote constructive dialogue and problem resolution. -Informs Tribes of Reclamation programs and activities and responds to inquiries and issues from Tribes. -Serves as a team member or leader for KBAO on work relating to Native American trust issues and identifies whether trust assets are involved in any given project or operation. -Provides guidance on NAA developments, such as new laws, policies, or settlements that could affect KBAO's NAA program. -Coordinates efforts across KBAO and with the CGB Regional Office to meet goals of the Reclamation NAA program and promote consistent application of Reclamation's Tribal trust responsibilities. -Identifies resource needs, prepares, and provides necessary budget requests and documentation to support KBAO NAA program activities. -Supports KBAO outreach activities by assembling and coordinating with KBAO staff and managers in preparation of materials for briefings, presentations, and other communication efforts. -As requested, assists KBAO and Regional Office staff in matters pertaining to the Native American Graves Protection and Repatriation Act. -Provides support to Native American Tribes in identifying and obtaining technical and financial assistance from Reclamation. -Coordinates with and maintains regular communication with contract and grant recipients to ensure work is conducted consistent with the terms of the agreements and progress and financial status reporting requirements are met by the recipients.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following - A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience advising management on Native American Affairs (NAA) activities, policies, programs and associated issues. Coordinating efforts to meet goals of the NAA program to meet goals and promote consistency. Preparing annual and long-term plans for NAA program implementation. Assisting in matters involving Indian water rights, including facilitating implementation of water rights settlements. Providing support to Native American Tribes in identifying and obtaining technical and financial assistance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/02/2025.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
