The primary purpose of this position is to Engineering Technician NJ-0802-3, to serve and ensure environmental compliance and support for construction, renovation and demolition projects.

Duties

Possess a high and diversified amount of civil engineering technical and administrative expertise. Plan, lay out and sketch areas to be affected during construction using blueprints, computer-based drawings, and layouts of the area. Maintain surveillance over construction contractors to ensure overall compliance with contracted specifications, schedules, etc. Plan and oversee the abatement of asbestos containing materials (ACM) and lead-based paint (LBP) from a variety of areas and items to include boiler plants, mechanical rooms, attics, office spaces, industrial areas and equipment away from structures.

  • PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • This position requires a broad technical knowledge of Civil Engineer Operations and Personnel with the ability to apply this knowledge to practical problems and convey information both orally and in writing.
  • The employee must be able to obtain and maintain the appropriate security clearance.
  • Exposure to extreme heat or cold, noisy, damp or dirty areas. Must be able to climb ladders, inspect worksites that may have other hazards and uneven terrain.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NJ-3 SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade (GS-07), level, pay band (NJ-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate education with a major study in an appropriate field of engineering, construction, or industrial technology may be used to qualify applicants for the NJ-3 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment pertaining to asbestos and lead based paint to determine compliance with federal, state, and local codes and regulations. 2. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 3. Knowledge of standard contracting regulations, practices, and procedures. 4. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. 5. Knowledge of mathematical calculations such as linear, angular, and cubic measurements to calculate and identify precise dimensions of areas required to be inspected and/or abated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
