The primary purpose of this position is to serve as a Geospatial Portfolio Analyst providing management, oversight, coordination, integration, and sharing of geospatial capability assets deployed worldwide throughout the DAF.
Duties
Performs Portfolio Management activities and analysis.
Formulates and prepares portfolio documentation supporting Combat Support Location Intelligence operational requirements Air Force-wide.
Communicates critical issues to staff agencies, installations, and superiors
Assesses AF Combat Support Geospatial portfolio management effectiveness
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes project manager experience applying geospatial information, capabilities, technologies, and methods including GIS, land surveying, photogrammetry, equipment, hardware, software, web-based systems; including knowledge of the capabilities, limitations, and employment of commercial-off-the-shelf software and equipment created and/or used by industry. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE STATEMENT: Applicant will have experience with both geospatial information programs/technologies/data/capabilities or asset management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of professional areas related to geography, cartography, engineering, information technology, geospatial information systems (GIS), and asset management principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned program element.
Knowledge of DAF combat support disciplines (e.g. engineering, communications, security, logistics, safety, environmental management, emergency response, etc.) and business processes to support these functional discipline requirements
Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds
Skills, and abilities to conceive unique and/or innovative approaches to solve complex, large-scale problems and apply those approaches throughout the DAF combat support enterprise.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors/industry, academia, and other agencies
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
