Duties

The incumbent of this position serves as a Safety and Occupational Health Specialist (Safety Manager) for the National Parks of Eastern North Carolina (Group), comprised of Cape Hatteras National Seashore, Cape Lookout National Seashore, Fort Raleigh National Historic Site, Moores Creek National Battlefield, and Wright Brothers National Memorial. The incumbent is responsible for employee and visitor safety programs for the five-park group. The incumbent provides technical and professional program management and advice to members of all parks/divisions and to the Superintendents on matters pertaining to safety, risk management, and occupational health. The resources of the five park sites are diverse: history of early colonial settlement, Civil War and Freedmen's Colony activities; Revolutionary War history; the site of the first controlled powered flight; lifesaving and lighthouse service historic structures on the seashores; and, dynamic natural resources along 126 miles of barrier islands, visitation by approximately 3.5 million people annually, and impacts of permanent resident populations in private villages interspersed along seashore boundaries create continual challenging issues in balancing user recreational opportunities, visitor enjoyment, and resource preservation. Duties will be developmental in nature when filled below the full performance level. Area Information: The coastal areas of eastern North Carolina are comprised of a number of towns and villages including Manteo (closest town to duty station), Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, Ocracoke, Beaufort, and Morehead City. These areas are beach destinations and the beaches, and Albemarle, Pamlico and Core sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other water-based activities. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. These areas have many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Requirements Continued: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. This experience includes activities such as: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
