This position is located in Tongass National Forest at the Hoonah Ranger District in Hoonah Skagway-Hoonah-Angoon AK. The primary purpose of the position is to assist in the planning, programming, and execution of all land, trails, special uses, and minerals management program activities. Duties

Prepare written communication, such as environmental analysis reviews, reports, evaluations and impact statements, for review and approval. Conduct surveys and studies of existing dispersed and developed recreation facilities and their present use and demand. Implement recreation plan objectives and inspects the full range of recreation uses, administration of special authorization for recreation events and concessionaire operations Coordinate with other natural resource disciplines ensuring program requirements are included in the project planning and execution. Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Basic Requirement: GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-09: You must have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is defined as two or more of the following: Participating in the drafting of annual work action plans for carrying out recreation management decisions; AND/OR Working alongside of senior members to develop potential recreational sites or areas for additional recreation use and planned development; AND/OR Assisting with other resource management activities by analyzing the impact of those sources on the recreation program. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized Experience is defined as three or more of the following: Providing input for the unit interdisciplinary planning teams; AND/OR Participating in developing the unit program of work for all aspects or portions of the recreation program; AND/OR Advising, coordinating, or reviewing the annual operating plans and budgets; AND/OR Conducting routine environmental studies and evaluations and developing environmental analysis reports linking a variety of resources such as recreation, special uses, facilities, and travel management. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related; OR A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e. more than 36 semester hours leading to a Ph.D.) described above that together meets the requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
