This position is located in the Pre-foreclosure & Acceleration Section #2.
This position is in the Pre-Foreclosure & Acceleration Section 2, Special Asset Management & Review Branch, Pre-Default Division, Servicing & Asset Management Office (SAMO), Business Center, Operations Office, Rural Development (RD). The primary purpose of this position is to ensure that pre-acceleration reviews are conducted to ensure compliance with all applicable state and federal laws.
Duties
Ensures that pre-acceleration reviews are conducted to ensure compliance with all applicable state and federal laws, which is required to move forward with the foreclosure process if loss mitigation efforts fail.
Conducts day to day normal delinquent and final legal analysis and action required to move a seriously delinquent borrower into the foreclosure process.
Plans, organizes, and coordinates loan servicing activities for all seriously delinquent customers. Performs analysis and works on normal delinquent accounts. Completes transactions and reviews.
Conducts pre-acceleration reviews to ensure compliance with all applicable state and federal laws. Conducts the final legal analysis and action required to move a seriously delinquent borrower into the foreclosure process.
Responds to borrower and third-party phone calls, emails, and faxes from state and field office, attorneys (both private and USDA-Office of General Counsel) to ensure all servicing options are considered once the loan has entered foreclosure status.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-09) in the normal line of progression for the position being filled.
GS-11: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent.
Specialized experience is defined as reviewing delinquent borrower hardship situations and financial information; applying state specific laws and foreclosure variances to pre-acceleration and pre-foreclosure processes; providing advice on pre-foreclosure and acceleration policies, procedures, and precedents; preparing delinquent mortgage and pre-foreclosure case communications that protect the interest of the government; communicating with borrowers, state and field personnel, and third parties to exchange information and acquire missing data or facts relevant to case processing and disposition; preparing written findings and conclusions to explain, defend, or promote the results of the work to internal and external customers.
OR Ph.D., or equivalent doctoral degree
OR three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related,
OR a combination of education as described and specialized experience.
Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, banking and credit, law, real estate operations.
