Duties
As a Public Health Advisor (Quarantine Program) you will:
Port Program Management: Serves as a recognized authority for and represents the Division of Global Migration and Quarantine
(DGMQ) programs and activities at ports of entry and transit in the servicing jurisdiction. Provides guidance, and direction to port
partners in DGMQ programs, quarantine principles, bioterrorism preparedness, and other public health activities related to control and prevention of communicable diseases. Collects and analyzes data from monitoring and surveillance projects at ports to evaluate effectiveness of programs and strategies designed to control and prevent communicable diseases from entering the United States and spreading between States.
Community Program Management: Serves as a recognized authority for and represents the Division of Global Migration and Quarantine (DGMQ) programs and activities in communities, beyond ports of entry and transit, of the servicing jurisdiction. Provides advice and assistance to community partners in the development and implementation of public health programs and activities and integrates public health activities at ports with those in communities to develop more effective communicable disease control and prevention programs. Serves as a technical consultant for assigned grants, contracts or cooperative agreements with CDC, community-based organizations, and other governmental and non-governmental agencies and organizations; responds to requests for quality assurance reviews.
Supervises a small contingent of positions. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Gives advice, counsel or instruction to employees on both work and administrative matters.

Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: implementing mandated federal regulations and plans and directing policies and strategies designed to protect the public health of the United States related to communicable diseases.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
