You will serve as an Intelligence Specialist for the Naval Criminal Investigative Service NCIS. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as an intelligence specialist working within the NCIS Directorate of Intelligence and Information Sharing (DIIS). You will analyze complex raw information from multiple sources to produce all-source finished intelligence products that identify counterintelligence threats. You will Integrate NCIS chartered mission objectives, operations, and investigations with a focus on the Research, Development, and Acquisition (RDA) and Supply Chain Risk Management (SCRM) areas of responsibility. You will engage with foreign porters utilizing foreign disclosure procedures You will serve as the analytical representative at interagency meetings and conferences. You will collect, analyze, interpret, evaluate, integrate, and disseminate complex data from multiple classified and unclassified sources. You will identify intelligence gaps, specific collection requirements to fill gaps, and develop analytical tools and methodologies to identify gaps. You will perform internal and external collaboration with an enterprise-wide focus. You will answer requests for information and produce output in the form of intelligence assessments and analytic products for internal and external customers, related to AUKUS, the Program Office and its associated supply chain. You will provide relevant consultation and guidance to RDA and MTAC leadership, NCIS Special Agents (SAs), partner agencies and external customers. You will provide CI analytical support to enhance awareness of current and evolving foreign intelligence threats to AUKUS, its technologies and associated supply chains. You will provide recommendations to high-level decision-makers regarding methods to mitigate risks to AUKUS, its technologies and associated supply chains. You will ensure that intelligence data is properly classified, stored and handled in accordance with applicable laws, policies and regulations. You will proofread and review finished intelligence products for accurate use of grammar and content and correct any grammatical, spelling, typographical, or compositional errors, ensuring products are ICD 203 compliant.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GG-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing analytical tasks relative to cyber, counterintelligence, counterterrorism, and/or criminal intelligence matters relating to political, economic, social, cultural, geographic, or technical issues. Experience researching, selecting, and compiling intelligence information in preparation of formal, written products; and identifying complex intelligence gaps and evaluating the intelligence collected. GG-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing research analysis on cyber, counterintelligence, counterterrorism, and/or criminal intelligence matters relating to political, economic, social, cultural, geographic, or technical issues. Experience ensuring that intelligence data is properly classified, stored, and handled in accordance with applicable laws, policies, and regulations; Experience researching, selecting, and compiling intelligence information; and navigating specified intelligence databases and message handling systems.
