Duties
In this Program Manager(Deputy Executive Director) position you will be providing a full range of complex administrative services for the Mission Readiness Operations Division involving the development and advancement of major aspects of key components throughout numerous USBP stations and sector wide programs.
This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10).

As a Program Manager (Deputy Executive Director), you will be responsible over a wide variety of mission support programs including mission support policies, logistics, procurement, workforce issues, training, and financial programs and services. Typical duties and responsibilities will include:
Coordinating the reviews and analysis of all policy proposals of direct interests to the Executive Director.
Directing staff in conducting analysis and evaluation of specific operational and policy proposals
Conducting and evaluating a wide range of confidential studies and reports for the Executive Director designed to assist in the interpretation of vast arrays of information and advises on the implementation of legislation bearing on the economic well-being of the nation.
Representing the Executive director in Meetings and conferences involving high-level officials form other federal agencies, business and industry executives, members of congress, and high-level representatives of various private sector groups.
Hearing and resolving group grievances and serious employee complaints not previously resolved at the division level and reviews serious disciplinary problems
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Directing critical segments of a program office which have a nationwide scope, affecting the agency's national mission.
Overseeing the planning, direction, and timely execution of resource management and program enhancement to achieve the goals and objectives of a program office.
Exercising discretionary authority to approve allocation and distribution of budgetary funds.
Making major recommendations which has a direct affect and substantial effect on the organization and projects managed
Restructuring, reorienting, and recasting immediate and long-range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and funding, determining projects and programs to be initiated, dropped or curtailed

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/19/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
