This is an interdisciplinary position that will be filled either as a Civil Engineer or an Agricultural Engineer. The final official title and series will be assigned based on the qualifications of the incumbent.

Duties

Provide technical guidance and overall planning, design, installation, and maintenance of the engineering phases of a variety of soil and water conservation practices. Provide technical assistance in the planning, design, and construction of engineering practices. Plan and conduct pre-bid site showings, approve construction schedules, monitor work for compliance with contract requirements, verifies the accuracy of invoices, and prepare receiving reports for plan estimate. Direct the quality assurance program, oversee government inspectors, recommend contract modifications, and perform other duties as delegated to contracting officer's representative. Perform quality assurance activities, including site investigations and feasibility studies. Conduct checks of field designs of structural works as prepared or approved by the State Conservation Engineer (SCE) prior to contracting. Prepare or review field designs and preliminary and final drawings and specifications on civil engineering practices. Provide technical guidance and training to personnel in the area of all engineering practices and in the use and care of engineering equipment.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level) or (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level). Basic Education Requirement: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.; OR Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include ???????. Examples of specialized experience include: planning, design, and construction of engineering phases of soil and water conservation practices and/or conducting quality assurance reviews of planned, designed, and constructed engineering projects to recommend ways to improve the efficiency, effectiveness, and quality of products or services provided to internal and external customers; OR Substitution of education in lieu of specialized experience for the GS-09 level: two year(s) of progressively higher-level graduate education leading to a master's degree or ???????master's or equivalent graduate degree in engineering or a related field of study. OR Combination of Education and Experience: A combination of graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include ???????. Examples of specialized experience include: providing technical engineering guidance on soil and water conservation issues affecting farmers, landowners, and other parties; and/or planning, designing, and coordinating the engineering phases of soil conservation practices and watershed flood protection programs; OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in engineering or a related field of study; OR Combination of Education and Experience: A combination of graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
