This position is located in the Administrative Services section at the Albuquerque Service Unit (ASU), Albuquerque, NM. The primary purpose of this position is to provide leadership and oversight of all operating systems that support the following activities: generation of revenue, acquisition management, financial projections and budget development, and technical support for financial planning. ASU consists of the Albuquerque Indian Health Center, Zia Clinic, and the Santa Ana Health Center.

Duties

Prepares preliminary budget estimates for all Service Unit activities. Weekly monitoring of the Purchase Referred Care budget. Management and control of Service Unit budget. Maintains fund balances and reconciliations in the Unified Financial Management System. Consults and advises the Chief Executive Officer, Chief Operations Officer, and Service Unit Managers on financial matters. Provides technical assistance as requested by local tribes and tribal leaders. Provides oversight of the Service Unit Procurement Program. Assist with administrative contracts and specific 638 contracts. Evaluates program goals and objectives. Manages and plans work for department including short-term and long-term assignments. Provides policy guidance, complex assignments, and operational matters. Provides budget and revenue reports.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Developing and evaluating long-range budget and financial plans, preparing budget and financial projections, providing directions, monitoring SU commitment registers, coordinating and preparing annual fiscal year operating budgets, providing status reports, conducting research projects, serving as the principal advisor, providing guidance, and participates in strategic planning. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
