The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to the Youth Programs. Assist in the planning, management and administration of a comprehensive year-around youth development and recreation programs for youth and teens.
Duties
Plans, organizes and directs the activities of 354 Force Support Squadron ensuring that Youth Programs complies with legal and regulatory requirements, IAW AFI-34-144 and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Youth Programs during the absences of the Director with a variety of installation and functional are organizations IAW current DoD Instruction, Air Force Instruction, Air Force Inspection Criteria, BGCA and the National Accreditation body for School Age Care.
Administrative: Assist YP Director in the preparation of APF and NAF budget and analyzes and tracks financial statements, which include expenditures required to conduct the youth and teen programs.

- IAW AFI 34-144, Child and Youth Programs para 9.7.2, every staff member must have a physical examination every three (3) years and the tests, examinations and immunizations required by AF Joint Instructions 48-110, Immunizations and Chemoprophylaxis
- Position subject to irregular tour of duty, including evenings, weekends and holidays
- Must complete additional training requirements including CPR, first aid, ServSafe and periodic recertification training as needed. Must complete all required Air Force, DoD, (con't)

- The work requires the employee to drive a motor vehicle. An appropriate valid driver's license is required for the position

This is a Centrally Managed Position in the 1701 Series, Youth or School Age Programs, Force Support Field. DNRP is authorized.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Education and Training Series, 1701 +IOR.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: That included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of youth development, education and recreation principles, concepts, methods, and techniques to include physical, emotional, social, and cognitive development. Knowledge of safety and security regulations, practices, and procedures and skill in handling emergency situations common in dealing with children in a Youth Program (YP). Knowledge of guidelines, regulations, manuals, procedures, policies, (CYP AFI, DoDI 6060.2) in the administration and management of a YP Center and ability to prepare and implement local procedures for a comprehensive YP. Note: You must submit a copy of your transcripts.

EDUCATION: Successfully have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as, Early Childhood Education or Child Development. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of youth development, education and recreation principles, concepts, methods, and techniques to include physical, emotional, social, and cognitive development.
2. Knowledge of safety and security regulations, practices, and procedures, and skill in handling emergency situations common in dealing with children in a Youth Program (YP).
3. Knowledge of guidelines, regulations, manuals, procedures, policies, (CYP AFI, DoDI 6060.2) in the administration and management of a YP Center and ability to prepare and implement local procedures for comprehensive YP.
4. Ability to plan, organize, and direct the functions and staff of a medium to large sized organization. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain relationships with children/youth and parents.
5. Knowledge of basic budget preparation as it applies to preparing, operating and capital expenditure requirements.
6. Knowledge of personnel management principles, policies, practices, and procedures to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifices of quantity or quality of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
