Duties

The primary purpose of this position is: As Readiness, Receptions, and Planning Specialist, plan, organize and coordinate the day-to-day plans, receptions, and programs functions of the Plans Office of the 366 Fighter Wing, which includes unit Training, Readiness, Plans, and Receptions functions. Responsible for providing advice and support to leadership across the entire spectrum of Operations activities. Provides support to the wing in readiness planning, organizing, and coordinating the readiness activities of the 366 FW with direct input of unit training, readiness, and plans functions. Serves as the Wings Receptions Program Specialist. Provides the 366 FW with a variety of installation program plans management. Establishes, defines, and implements requirements and inspections/evaluations for operations programs to ensure organizational goals and mission requirements are met.

  • Work may occasionally require travel TDY, sometimes on short notice, away from the normal duty station on military and/or commercial aircraft or by any other means.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall and may be required to carry a phone or beeper.
  • Must be able to obtain and maintain the appropriate Secret Security Clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function, which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Conditions of Employment (Cont.) This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve.") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Knowledge of the laws, regulations, policies, and precedents involving deployment and mobilization concepts, principles, practices, and procedures. Knowledge of, and skill in applying the procedure, practices, methods, and evaluation techniques for wing and/or joint level contingency exercise coordination and plan development, and deployment operations. Knowledge of airlift, air refueling and strategic operational flying mission and functions pertaining to scheduling and flight operations to include Air Force, NORAD, ACC, Wing and Brigade command structure and incident procedures. Skill operating position-specific communications systems, and multiple office computer applications such as spreadsheets, word processing and graphics software. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of operations, training, readiness, instructional systems, and/or operation plan functions, directives, programs, and procedures. Knowledge of safety, security, personnel management, and defense readiness, practices, and procedures. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Knowledge of required operations, readiness and emergency training concepts, programs, and procedures to develop programs, provide trainings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
