The following are the duties of this position at the full working level.
Performs a product review and analysis of all phases of the Innocent Spouse Project, e.g., on closed cases to identify underlying causes of problem conditions; determine that tax law was correctly and consistently applied; and confirm that taxpayers' concerns are addressed, and their rights protected.
Provides technical and procedural expertise to clerks and tax examiners in all phases of the project.
Analyzes new or revised National Office procedural guidelines and makes recommendations to update local procedures, ensuring consistency with previously established guidelines. Prepares informational and technical review alerts on identified problem areas. Provides and develops job aids.
Work special projects, complex Innocent Spouse open cases, and employee cases; reviews request for appeals; and makes initial contact on all alleged spousal abuse cases. Handles expedited resolution and/or routing of Taxpayer Advocate cases, and addresses collection and account related issues that are separate from taxpayers' examination issues.
Develops and presents training materials on tax law and procedures.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with the structure, legal provisions, and technical interpretations of the Internal Revenue Code, the Innocent Spouse law, interpretative manuals, regulations and administrative procedures, to identify, interpret, cite and relate clauses of the law to unusually difficult innocent spouse claims. Experience with tax laws, rules, regulations, as they relate to individual income tax. Experience with current and past tax laws, regulations, and IRS policies and procedures with emphasis on Examination, Underreporter, Collection, Adjustments, Statute and other assigned programs. Experience with basic accounting principles and investigative methods into evaluate federal income tax requirements presented in correspondence or reported on tax returns. Experience with filing requirements and the many kinds of offsets used to claim credits, and deductions from taxes and income from arriving at a tax liability or refund status for individuals.

EDUCATION: A Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
Two full years of progressively higher level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work;
OR
LL.B. or J.D., if related;
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
