Duties
This Program Analyst position is located Security Operations, Administrative Services, Administration, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Knowledge of Federal laws, regulations, policies, and precedents sufficient to be an authority on assigned program area(s), and related activities and projects.
Advanced knowledge of TSA's mission, substantive programs and activities, and the interrelationships among programs.
Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with advanced knowledge of administrative practices and procedures, to assess program development, execution, and overall management, and make recommendations to improve operational effectiveness and efficiency.
Knowledge of and skill in applying advanced analytical and evaluative methods, techniques, and procedures to design and conduct analytical studies and surveys to identify, analyze, and recommend solutions to problems and/or for improvement in program efficiency and effectiveness; ability to extract, compile and analyze complex data from multiple sources to prepare comprehensive data analyses and related reports.
Skill in using standard and specialized information management system(s), databases, and computer applications to support data collection, analysis, and reporting.
Skill in oral communications to deliver clear and convincing presentations to individuals or groups and facilitate an open exchange of ideas and communication.
Skill in written communications to develop presentations, create policy guidance and SOPs, and write materials for online resources to document program procedures clearly; expertise in writing reports to explain analyses and fully support recommendations for program and operations changes. Skill in creating spreadsheets, charts, and graphs that are clear, concise, and effectively depict program data and conclusions.
Note: The duties are at the full SV-G performance level and the SV-F is the developmental grade level leading to such performance.
Qualifications
To qualify at the SV-F Pay Band (equivalent to GS-5/7/9), you must have one year of specialized experience at the SV-E Pay Band or GS-4 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Analyzing systems, processes, and procedures for assigned program areas and to determine project status; and
Applies basic methods, principles and practices of qualitative and quantitative analytical and evaluative methods and techniques to identify issues that impact effectiveness of project/program schedules; and
Tracks, complies, and analyzes routine statistical and narrative data from a variety of sources to develop standard and recurring reports.
Assists with development of written policies or portions of policies, procedures, guidance and/or Standards Operating Procedures (SOPs) for assigned programs.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a of study which is in or directly related to this position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the SV-G band (equivalent to GS-11), grade level: Applicants must possess one full year (52 weeks) of specialized experience at the SV-F band, (equivalent to the GS-9) in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following:
Knowledge of analytical and evaluative methods, techniques, and procedures to assess program development, execution, and management, and make recommendations to improve organizational effectiveness and efficiency.
Knowledge of quantitative and qualitative analytical concepts, techniques, and methodologies to conduct analytical studies and surveys for a variety of managerial operations and systems.
Skill in and ability to research and evaluate complex problems, analyze a variety of information and materials, and provide recommendations based of knowledge of organization, programs, mission, and functions.
Knowledge and skill in a variety of routine data development, management and collection techniques and methods to accept, record, and process data for analytical review and inventory.

Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience maybe used to meet total qualification requirements for this position, and maybe computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
