This position is located in the Management Division at the San Antonio Missions National Historical Park in San Antonio, TX.

Duties
Duties may include but are not limited to:
Applies relevant laws, regulations, policies, procedures, and contract provisions in order to monitor commercial service operations.
Participates in commercial services planning in order to provide necessary and/or appropriate services through concession contracts and Commercial Use Authorizations (CUA).
Reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract.
Collects and monitors contractual, operational and safety performance data of concessioners and ask required, reports data to senior specialist. Monitors information to ensure the operator's actions comply with the terms and conditions of the contract.
Maintains an awareness of local economic trends and analyzes those trends as they relate to commercial services within the park.
Reviews and analyzes information related to concessioner operations, including operation costs and revenues, staffing levels, size of operation, and fulfillment of contractual financial obligations.
A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.
Qualifications
All qualifications must be met by the closing date of this announcement-12/19/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position requires conversational fluency in Spanish and English because the employee must deliver critical safety information, interpretive messages, answer questions, and provide orientation to extreme number of visitors that do not speak English. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-09 level in the federal service (obtained in either the federal or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience, resume must show at least 4 out of 6 the below experience:
1) Monitoring commercial use authorization providers for adherence to their authorizations; processing commercial use authorizations.
2) Participating in operating plan development for commercial use authorization.
3) Performing evaluations of concessions, commercial or hospitality service providers such as food service, overnight lodging, transportation services, guided activities or retail sales, to ensure compliance with contracts/commercial use authorizations or quality control of services or goods provided.
4) Collecting, tracking, compiling, and maintaining data related to concessions or commercial uses using a variety of computer software applications.
5) Performing analysis of concessions or commercial services uses data for feasibility and comparability studies.
6) Preparing reports related to concessions or commercial services or special uses; and making recommendations to senior staff in relating to concessions, commercial, hospitality services or special uses. You must include hours per week worked.

EDUCATION: Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related to the position. The degree is in a related field such as business administration, finance, accounting, natural resource management, public land management, or other closely related subjects. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. You must include transcripts.

Successful completion of a combination of related graduate education (more than two years of graduate education, but less than three full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 36 semester hours and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include copies of your college transcripts when qualifying based on this option. Failure to include this documentation will make you ineligible for this position.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
