This position is located in the Department of Homeland Security, United States Coast Guard (USCG), Civil Rights Directorate, COMDT (CG-00H), Equity, Policy & Compliance Division (CG-00H-22), Solutions and Complaint (CG-00H-221), in Washington, DC.
Duties
You will serve as an Equal Employment Specialist and Coast Guard Civil Rights Directorate's technical expert on all aspects of the Coast Guard's (CG) discrimination process. You will assist with implementing and measuring the effectiveness of, and fields inquiries from, customers and other government entities about complaint processing policies and procedures. You will also be responsible for tracking of the counseling process and timeliness, reviewing counselor reports, conducting counseling, responding to document requests, drafting amendments, processing hearing and appeal requests, reviewing investigation plans and reports of investigations, and helping to oversee the work product quality of contractors engaged in processing formal discrimination complaints.
Qualifications
To qualify at the GS-12 grade level, applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.
Specialized experience must include:
Providing advice and assistance to manager's supervisors, employees, and applicants for employment on civil rights program policies, regulatory requirements, and procedures; AND
Interpreting EEO policies/procedures, laws, or regulations; AND
Gathering and performing analysis of EEO workforce data for reports; AND
Processing of informal and formal complaints of discrimination; OR
Coordinating and conducting basic EEO training.
There is no substitution of education for experience at this grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
