Duties
This Program Analyst position is located Security Operations (SO), Domestic Aviation Operations (DAO), Aviation Coordination, Aviation Operations, Operational Planning & Capabilities, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Engages with executive-level Federal Security Directors (FSDs) to respond to requests for assistance with the deployment of new and emerging technology and guidance related, but not limited to, Counter Unmanned Arial Systems (C-UAS). Work is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion.
Leads the continued evolution of C-UAS efforts across Federalized airports, and is often asked to develop new policies, procedures, and approaches that take into consideration TSA policies, Government-wide rules and regulations, and external concerns.
Implements and verifies security assessments, planning, training, and exercises in high risk Unmanned Aircraft Systems (UAS) environments identified by the Joint Vulnerability Assessments. Verifies completeness and appropriate use of implemented security measures.
Advises management on the operational effectiveness and efficiency of assigned program(s); provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions; advises management on unusual or complex operational issues.
Directs and develops plans for project teams or other groups working on or producing projects and studies; leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.
Note: The duties are at the full SV-J performance level and the SV-I is the developmental grade level leading to such performance.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Analyzing new or proposed policy to determine impact on program operations and management; and
Reviewing program data to ask questions, make decisions and develop strategies to improve program performance.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Analyzing new or proposed policy to determine impact on program operations and management; and
Identifying program performance criteria that needs to be measured to evaluate quality and opportunities for improvement; and
Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
