About the Position:
Serves as a Senior Procurement Analyst (GS-1102-13), providing technical expertise in acquisition and contracting through policy guidance, oversight, and support for complex procurement activities. This position involves evaluating procurement strategies, ensuring compliance with federal acquisition regulations, and fostering efficiency and innovation in acquisition processes.
Duties
Advise management of technical functional problem areas and recommend solutions.
Assist in the review and analysis of proposed procurement actions which may include policy or regulatory waivers, and justification and approvals.
Review documentation for conformity with acquisition and socio-economic related laws and regulations.
Review and analyze completed or proposed procurement actions and or plan in order to evaluate their technical effectiveness and degree of compliance with regulations, directives and good business practices pertaining to procurement.
Provide advice and assistance to acquisition and related personnel within the Directorate and participates in Acquisition Review Boards.
Develop methods and procedures that will ensure that contractual documents prepared and executed by the Huntsville Center are in accordance with established laws, regulations and policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent to obtain Contracting Professional Certification within 3 years of appointment.
- This position requires submission of Financial Disclosure OGE-450 at time of appointment and annually thereafter.
- Temporary Duty (TDY) travel up to 20% of the time may be required.

In order to qualify, you must meet the education and specialized experience requirements described below. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes work that involves the development and promulgation of acquisition policies; reviewing acquisition strategies, justifications and approvals (J&As), and negotiation strategies on major contracts; utilizing procurement laws, rules, regulations, and/or decisions to recommend solutions to problem areas; coordinating internal compliance reviews and external audits inspections; directing procurement program; and providing guidance for contracting policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
