Duties

This position serves as a Wild Horse and Burro (WHB) Coordinator and Facility Manager of the BLM owned and operated Delta, Utah off-range wild horse and burro facility, within the Wild Horse and Burro Branch under the Utah State Office. Serves as Program Officer and/or Contracting Officer’s Representative on agreements and contracts for the year-round Delta Off-Range Corral (ORC) facility. Coordinates, manages, and oversees the maintenance of the facility (e.g., corrals and buildings) used for WHB holding and care. Leads the administrative and operational functions of WHB activities ensuring that work complies with objectives, standards, and policies, and meets program goals. Coordinates with veterinarians and care experts to monitor and maintain the health and welfare of WHBs. Coordinates and implements health and disease management protocols and understands nutritional requirements to minimize health problems. Develops, reviews, and evaluates WHB program activities and operations for the assigned office/site – Delta ORC. Plans, coordinates, and executes WHB events in compliance with program guidelines. Collaborates with BLM offices and partners to plan and organize events. Provides information, guidance, and support to applicants including training and care information. Ensures potential WHB adopters/purchasers have the proper facilities to provide care and safely transport animals in compliance with federal regulations and state laws. Implements and coordinates programs to prepare WHBs for successful placement. Develops long and short-term goals, objectives, strategies, and solutions to reconcile or resolve complex issues, conditions, and problems related to the office’s/site’s WHB program. Implements established policies, procedures, goals, objectives, targets, and priorities for the office’s/site’s program. Participates on teams to address complex issues within the WHB program. Works with BLM public affairs staff and other employees to develop and implement public outreach strategies to raise awareness about the BLM’s WHB Program and its mission. Establishes and maintains relationships with volunteers, government officials, WHB advocacy groups, equine welfare organizations, animal rights, humane, and animal control organizations, and other stakeholders to enhance program outcomes.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position. An applicant appointed to this position may be required to travel by horseback in the performance of duties. An applicant appointed to this position must be able to use BLM-owned firearms for the purpose of humane euthanasia of WH&Bs that are critically ill or injured, and is subject to obtaining and maintaining certification to use BLM-owned firearms in performing official duties in accordance with established procedure. The position is subject to the Lautenberg Amendment, as a condition of employment. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Wild Horse and Burro Coordinator. Qualifying specialized experience includes: coordinating with veterinarians and/or animal care experts to ensure the health and welfare of Wild Horse and Burros (WH&B); providing support and assistance of WHB facilities management activities; maintaining cooperative relationships with internal and external groups such as government officials, professional interest groups, animal rights, and animal control organizations; coordinating preplacement and post placement functions for the WHB Adoption and Sale Programs; and collaborating with offices, other off-range holding facilities and partners to plan and/or organize adoption/sale events; OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work requires long periods of standing, walking, recurring bending, crouching, stooping, reaching, and similar activities. The work also involves handling WH&Bs and includes lifting of heavy items (e.g., equipment, corral panels, animal feed, supplies, etc.). The work requires travel using various modes of transportation (e.g., airplanes, government owned vehicles, etc.). The incumbent drives various types of vehicles (e.g., cars, SUVs, light/medium/heavy trucks coupled with trailers of various sizes) and equipment. Ability to operate heavy equipment (e.g., front-end loaders, forklifts, skid steer tractors, dump trucks, and livestock squeeze chutes). Work Environment: Work is carried out in the office and in the field (e.g., holding facilities, off-range corrals and pastures, arenas, stockyards, fairgrounds, and other outdoor venues). The office work involves everyday risks and discomforts that require normal safety precautions. The office area is adequately lighted, heated, and ventilated. Field work involves long days, in dusty, dry, and less than sanitary conditions. Field assignments involve widely varying topographic and climatic conditions. Temperatures may range from -20? to over 100? with considerable precipitation from rain, freezing rain, or snow fall. Ability to work in challenging outdoor conditions and conduct strenuous physical tasks related to caring for WH&Bs.

Education
