This position is located at Consumer Financial Protection Bureau, Supervision Division, Office of Supervision Policy and Operations (OSPO). As a Supervisory Attorney-Adviser, you will be responsible for providing legal advice on matters relating to the CFPB's Supervision Program and strategic guidance and expertise on matters pertaining to the management and oversight of OSPO and the development and execution of OSPO programs and initiatives.
Duties
As a Supervisory Attorney-Adviser, you will:
Participate fully with the Principal Deputy Assistant Director and other managers in planning, directing, coordinating, and evaluating OSPO's program functions and initiatives.
Provide counsel on legal matters of broad application to the Supervision Program. Facilitates the development of, develop, and implement strategy, policies, procedures, and guidelines for the Supervision Program. Undertake and oversee legal research and analysis and the production of legal and other memoranda, policy statements, and other internal and external documents and communications.
Represent the Principal Deputy Assistant Director on matters of management and administration of OSPO. Develop, with the Principal Deputy Assistant Director and other managers, management strategies to carry out the duties and responsibilities of OSPO in an efficient and effective manner. Execute and supervise the implementation of the management strategy, and assist in all aspects of management and administration. Examine day-to-day operations of OSPO to identify area for improvement and proposes and executes such improvements.
Qualifications
Basic Requirements for the CN-72:
1. Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent; AND
2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Per the CFPB Attorney policy, you must also meet the following minimum qualifications for the CN-72 level:
Seven (7) years of related legal experience. Such experience must include experience as a licensed attorney or directly related in order to be creditable, (Law Clerk experience may not be qualifying experience for the experience requirements); OR
You must have thirty-six (36) months of specialized experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
Specialized Experienceis defined as:
Experience conducting legal research and analysis in a public-policy related field; experience providing project leadership for teams of attorneys and other professionals; ability to communicate legal concepts and issues both orally and in writing; and experience in one or more of the areas of consumer financial services law listed below is required:
Fair lending, including activities covered by the Equal Credit Opportunity Act; OR
Deposit taking, transmitting or exchanging funds, providing stored value or payment instruments, and check cashing, including activities covered by the Electronic Fund Transfer Act and Truth in Savings Act; OR
Consumer reporting and consumer privacy, including activities covered by the Fair Credit Reporting Act or the Gramm-Leach-Bliley Act; OR
Debt collection, including activities covered by the Fair Debt Collection Practices Act; OR
Mortgage and other credit transactions and servicing actions related to credit transactions, including activities covered by the Truth in Lending Act and the Real Estate Settlement Procedures Act; OR
Regulation of unfair, abusive, or deceptive acts or practices involving consumer financial services; OR
Consumer leasing, including activities covered by the Consumer Leasing Act.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
