This position is located in the Oklahoma State Office in USDA/Rural Development (RD).
This vacancy announcement is open to current Rural Development State of Oklahoma employees only.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Serves as an advisor on business management and administrative matters involving human resources
management, contracting and procurement, comprehensive budget and fiscal management.
Works with management officials to develop and implement position management and staffing plans
Serves as a Contracting Officer’s Representative (COR) monitoring performance and providing technical
guidance to the contracting officer.
May be responsible for the conflict of interest/financial disclosure reporting and ethics programs for the
State.
Maintains a copy of the contract and its modifications and inform the contracting officer of any problems or delays that might warrant contract modification or administrative action.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
Experience in business management and administrative matters involving human resources management, contracting and procurement, budget, and fiscal management. Advises the manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyzes reports on workload, by program and activities and advises management of trends. Carries out special projects and initiatives, related to the operations of the organization supported. Conducts studies and recommends way to improve work methods, staff utilization, communication, and overall productivity.
Ensures the State operates efficiently and effectively in the areas of information technology (IT) planning, procurement, installation, maintenance, and physical security of IT equipment for the organization, as well as coordinating or providing IT training to all organization users. Supports the DSD regarding statewide office space matters, property and facilities management, records, and Freedom of Information Act (FOIA) functions, travel, fleet, safety, security, emergency management coordination and procurement activities.
