This position is located at Bureau of the Fiscal Service, DAC Federal Disbursement Services, Operations Support Division. As a Program Analyst, you will support and provide guidance to a team responsible for batch file processing operations and administer batch processing functions for various debt programs within DDM.
Duties
As a Program Analyst, you will:
Apply qualitative and quantitative analytical techniques to produce data and recommendations for improvements to the efficiency, effectiveness and productivity of the Cross Servicing programs and TOP program.
Identify deficiencies in the debt collection system and recommend action for systems improvement or modification.
Review, analyze, and research program issues, and report on findings to senior level officials.
Perform daily operational tasks of batch file processing in accordance with established procedures.
Provide guidance to customer agencies on procedures for submitting files and email transmittals.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as working with internal and external customers to assess their needs and provide information or assistance related to file processing.
Examples of such experience could include:
- Experience identifying file processing errors.
- Experience using data from reports to solve problems.
- Experience working with batch files to support an organization's program operation.
OR You may substitute education for general or specialized experience as follows: You may substitute education for specialized experience as follows: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18
semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
