The position is located in the Bureau of Consular Affairs, Visa Services Directorate, Office of Field Operations (VO/F). VO/F provides a wide range of services in relation to nonimmigrant and immigrant visas. This serves as public notice for the use of an Agency-specific Direct Hire Authority. Applicants will be forwarded to the selecting official for consideration. Duties

Drafts, clears, and issues visa directives, approved consular policies, visa processing procedures and materials to ensure nonimmigrant and immigrant visas are processed in accordance with changing policies and guidelines. Participates in interagency, Departmental and international meetings to provide analyses of visa processing protocols in compliance with country-specific/functional consular and visa policies. Conducts analyses of new legislation, regulations, or policy concerning nonimmigrant and immigrant visa processing requirements. Recommends changes to consular systems to promote the effectiveness in processing of nonimmigrant and immigrant visas.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Basic Requirements Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: AT THE GS-12: Experience in researching and collecting information from a variety of sources used to prepare recommendations for implementation of policy or procedural changes: Experience in laws, regulations, and procedures as related to visa eligibility: Experience preparing policy memoranda, instructions, guidance, and correspondence for high-level/ranking personnel: and Experience in shaping operations and understanding how operational needs are impacted by changes in policies and procedures.
