Duties

WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED (SB/SE)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SB/SE DEPUTY COMMISSIONER EXAM, SPECIALTY EXAMINATION, ESTATE & GIFT /EXCISE TAX EXAM The following are the duties of this position at the full working level. Incumbent provides compliance assistance to estate tax managers and attorneys. Incumbent also provides customer assistance to estate representatives, heirs of the estates, donors, attorneys, accountants, and representatives from state taxing authorities; thereby, reducing burden on small business taxpayers. Reviews and analyzes information returns such as transfer tax returns and income tax returns for examination potential by referencing examination compliance criteria standards which vary from state to state. Analyzes information in the numerous return exhibits and information returns to determine if applicable statutory and other requirements are met. Responds to a wide variety of taxpayer inquiries regarding general and technical issues, which may require extensive research. Determines the need for additional information (wills, trust instruments, IRS records, etc.) and plans a comprehensive approach to obtain this information. Provides guidance and assistance on reconstruction of missing information from taxpayer records. Provides lien management support for the preparation, filing, and maintenance of transfer tax liens. Reviews documentation and recommends discharge of liens in conjunction with the estate tax manager and/or estate tax attorney. Reviews documentation and recommends when and if a recapture return is required to be filed. Under the general supervision of the estate tax manager and/or estate tax attorney, performs research, analysis, and necessary computations to recommend adjustments to transfer tax returns. Recomputes tax, penalty, and interest; prepares clear and concise work papers and reports; explains actions taken to estate representatives; fully advises estate of all appeal rights; and secures agreement to the corrected transfer tax liability. Keeps management informed of compliance trends and takes appropriate action when necessary. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-6 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 level in the Federal Service. Specialized experience for this position includes: a variety of clerical and administrative tasks to assist management and group members. Organization and maintenance of records, writing simple or repetitive, non-technical correspondence while applying appropriate grammar, spelling and punctuation and the ability to utilize a variety of software programs (i.e. IDRS). In addition, you must possess the ability to clearly and concisely communicate verbally with all internal and external stakeholders. SPECIALIZED EXPERIENCE: GS-7 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the Federal Service. Specialized experience for this position includes: a variety of technical and administrative tasks to assist management and group members. You must also organize and maintain records by utilizing a variety of software programs (i.e. IDRS, IMS, and Notebook). When preparing tax reports, you must be able to support your determination with appropriate references to estate and gift tax law. You must have the experience to assess the statutory requirements according to IRM (Internal Revenue Manual) timeframes in order to protect the government's interest. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
