This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Public Works.
Duties
Serve as Foreman over the water/waste water systems Section exercising full supervisory responsibility over work operations involving nonsupervisory trades and craftsmen.
Plan daily, weekly and/or monthly work schedules and sequence of operations for subordinates.
Establish deadlines and priorities on the basis of general work schedules and methods and policies established by higher levels of supervision.
Select workers and assign tasks to be performed.
Determine equipment, supplies, and tools needed at work site.
Set performance requirements and makes formal and informal performance appraisals.
Determine how many assignments can be done concurrently, how many must be delayed, and the number and types of employees needed, considering skills, personnel, materials, and equipment available and required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and Maintain Level III Water Systems Operator certification from the State of NM within 12 months of hire or promotion. The State of NM requires a minimum of 4 years experience to obtain a Level 3 certification.

- A one year supervisory probation may be required.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position may require the use of protective clothing or equipment.
- This position requires a pre-employment physical.
- Requires attendance and completion of various driving courses.
- Must obtain and maintain certifications in Hazardous Materials Incident Response Certification; Asbestos Contractor/Supervisor Certification; and Backflow Certification.
- Position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Water/ Wastewater Systems Mechanic Supervisor ~ without more than normal supervision. Ability to interpret instructions for others, help train new or lower grade workers, explain to others how to do the work, follow orders that are always changing, patience and the ability to listen, figuring out new ways of doing the work; journeyman knowledge of the water/ waste water systems mechanic trade, i.e., ability to plan and perform work installation, repair and maintain equipment associated with water/wastewater plant operation - Failure to meet this Screen out Element will result in an ineligible rating.
This position has selective placement factor which must be met prior to employment and for continued employment.
Selective Placement Factor: You must possess State of NM Level II (or higher) Water Systems Operator certification or equivalent certifications from another state by application date.
Physical Effort: Work requires frequent walking, standing, climbing, bending, stooping, reaching, crawling, and some carrying or lifting of heavy objects
Working Conditions: Work is performed inside and outside with exposure to dirt, dust, grease, noise, and extremes in weather such as heat over 100 degrees, blowing dust, rain, etc. There is a possibility of scrapes, burns, bruises, cuts, and strains. May require use of protective clothing or equipment as authorized by the installation Safety Office. Requires possession of a valid driver's license to perform incidental driving to and from work sites. Requires attendance and completion of various driving courses.
