This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA PROGRAM MANAGEMENT BRANCH.
Duties
Implements centralized life cycle management, direction and guidance for acquisition, sustainment and implementation.
Develops integrated information requirements and architecture, configurations, policies, procedures, plans, programs and budget to support requirements for the information management areas.
Develops acquisition strategies, program planning, technology infusion, milestone review preparation, requirements, allocation and
configuration management.
Assesses policy needs and develops policies to govern IT activities; provides policy guidance to IT management, staff, and customers.
Prepares, submits, and defends requirements, as required, for necessary manpower, budget, training and logistical support for the agency programs, objectives and goals.
Identifies and addresses IT workforce planning and management issues.
Conducts audits of IT programs and projects; conducts audits of IT programs and projects; and/or ensures the rigorous application of information security/information assurance
Recommends methods of enhancing efficiency of information systems through modifications and applications of evolving technology.
Assists in the implementation of DOD and DISA-level guidance for major information system programs.
Plans work to be accomplished by others and prepare schedules for completion of work for review by senior staff; and assures that production and
accuracy requirements are met.
Provides advice, counsel and/or instruction to other team members on technical matters.
Supports internal management processes to detect and deter waste, fraud, and abuse activities.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication-briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to the Basic Requirements above, applicants must meet the Qualifying Experience below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
Mitigating risks, database information management and processing, proficiency in computer networking concepts, processes, and modernization of office automation system/support.

Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.
