The primary purpose of this position is: To serve as a professional General Engineer, performing duties relating to military construction (MILCON) and/or Facilities Sustainment Restoration and Modernization (FSRM) program management.
Duties
Programming Manager. Evaluates component or command programs and development planning and programming documents for construction, renovation and improvements of real property facilities for major installations and complexes at diverse locations, such as USOCOM HQ's in Tampa, component commands spread across multiple states in CONUS and in foreign locations in Europe and the Pacific Islands.
Design Management. Manages the design of major and minor new construction, renovation and improvement projects for real
property facilities, encompassing highly specialized or unique requirements.
Construction Management. Manages construction projects and programs at USSOCOM HQ's on MacDill AFB or at
component locations for substantial new construction, renovations and improvements for real property facilities encompassing
highly specialized or unique requirements.
Utilizing knowledge of three or more professional engineering disciplines such as civil, electrical, industrial,
mechanical, or structural specialties, the employee serves as command technical consultant to activities and
installations concerning facilities planning, design, construction and/or maintenance for different categories of facilities.
Incumbent is responsible to ensure the core classified national information protection security disciplines of
information are fully covered from a policy and programmatic viewpoint to ensure overall information protection
requirements meet mission requirements.

- This is a Centrally Managed Position in the Civil Engineer Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work an irregular schedule with frequent overtime, other than normal duty hours including evenings, weekends, and holidays.
- May be required to travel on short notice in government and commercial automobiles, other vehicles, and airplanes during the performance of temporary duty assignments.
- Must meet the requirements to be assigned to a professional engineering position. A professional engineering license is preferred but not required.
- Must be able to obtain and maintain a Top-Secret clearance. Incumbent has recurring access to classified information
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short notice drug testing. (CON'T)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
Basic Requirement for GS-0801: GENERAL ENGINEER: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND
Specialized Experience: One year of specialized experience for GS-0801-13 which includes mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. Expert knowledge in the principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program. Knowledge of standard acquisition regulations, practices, and procedures; and other engineering disciplines to perform and execute a variety of complex engineering projects from conception to completion.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of design and construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards.
2.Knowledge of work classifications and the regulatory and statutory restrictions on the expenditure of appropriated and non-appropriated funds.
3.Knowledge of engineering and environmental principles, design and construction standards, methods, practices and procedures, federal, state and local codes and laws, regulations and current legislative issues.
4.Knowledge of DoD Planning, Programming, and Budget Estimating System (PPBES).
5.Ability to communicate both orally and in writing.
6.Ability to research, analyze, interpret, and apply rules regulations and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
