As a Legal Administrative Specialist at the GS-0901-13, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for assignments requiring application of expert knowledge of Federal employee retirement and Insurance programs. This position is in Retirement Policy (RP), Retirement Services (RS).
Duties
Planning and carrying out studies and projects that may involve any aspect of Federal employee retirement and insurance programs.
Preparing reports, position papers, instructional or explanatory issuances to Federal agencies, and other material necessary for effective functioning of Federal employee retirement and insurance benefit programs.
Analyzing and preparing comments on newly introduced rulemaking concerning matters from other Federal agencies.
Preparing analyses of newly enacted or pending legislation to determine effects.
Serving as a primary source of expertise and analytical support on retirement for the Director, OPM, and Associate Director for Retirement Services.
Qualifications
For the GS13: you must have one year of specialized experience equivalent to the GS-12 grade level in the federal service (obtained in either private or public sector) which must include:
interpreting and applying Federal retirement laws, regulations, principles, practices, and procedures, and making retirement determinations involving complex cases;
analyzing operational effects of changes in law or regulations and developing guidance material;
interpreting and explaining retirement and insurance benefit programs administered by other Federal agencies as they relate to Federal employee benefit systems;
serving as an advisor on the Federal benefits system, regulations, and other personnel provisions applicable to retirement and insurance.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level.
