About the Position: Serve as a Budget Analyst in U.S. Army Criminal Investigation Division (USACID). Employee works under the general supervision of the Division Budget Officer, with specified duties as the Budget Analyst responsible for the Division Protective Services Field Office. Employee performs the full range of budget administration functions in the planning, formulation, justification presentation, execution and review of an annual Operation and Maintenance Army (OMA) budget.

Duties

Review and interpret directives from higher headquarters. Develop supplemental instructions and guidance for submission of budget estimates by subordinate activities. Ensure requirements are translated into funding requirements, prioritized, and submitted through Resource Management Online and the General Fund Enterprise Business System (GFEBS). Serve as the site coordinator and oversees the setup and sustainment of the Defense Travel System (DTS) for USACID. Coordinate with the DTS Finance Defense Travel Administrator (FDTA) to perform a variety of budgetary and administrative functions in implementing the organization's travel program, policies, and procedures. Serve as the Government Travel Card Agency Program Coordinator. Utilize the Joint Federal Travel Regulation/Joint Travel Regulation in administration of a world-wide travel program for a complex mission. Perform the full range of budget administration functions of an annual Operation and Maintenance, Army (OMA) Appropriation budget.

Specialized Experience: One year of specialized experience which includes: perform budget administration functions in the planning, formulation, justification presentation, execution and review of an annual Operation and Maintenance budget; and provide assistance with the Travel Charge Card and Defense Travel System sufficient to serve as the Travel Card Agency Program Coordinator for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification & PresentationFinancial Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
