This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The Staff Clinical psychologist provides a full spectrum of psychological services primarily in outpatient Mental Health and/or the Primary Care clinic areas within the Columbia VA Medical Center. Staff psychologists at this level are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate. The primary functions of psychologists at this level include the provision of direct psychological patient care, consultation services on difficult or complex cases, and education of staff and trainee supervision.
Clinical Responsibilities (70%):
1. Provides a full range of psycho-diagnostic services including use of psychological testing for patients in Outpatient Services.
2. Performs psychological evaluations for individuals with mental health and medical disorders for purposes of diagnostic clarification and treatment planning recommendations. These evaluations employ a comprehensive diagnostic interview, review of available records, collateral contact when available, as well as objective, and cognitive tests when indicated.
3. Provides/Assists with diagnoses of mental disorders, particularly for complex or unusually difficult patients to include a full range of psycho-diagnostic services.
4. Provide comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy.
5. Provides education to patients, family members, significant others, and community members.
6. Provides consultation to professional staff within the WJB Dorn V AMC or CBOC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.
7. Functions as a member of the Outpatient Mental Health Team and WJB Dorn V AMC Medical Staff, with full clinical privileges. The incumbent assumes complete professional responsibility for his/her clinical findings, patient care decisions, and documentation.
Administrative Responsibilities (20%):
1) May have limited clinical program management responsibilities, which include the operation and management of various psychology or mental health programs within WJB Dorn VAMC or an associated CBOC.
2) May serve as the representative for outpatient programs as assigned by the Supervising Physician or Psychologist.
3) Collaborates with the program lead and begins to initiate an ongoing education plan for providers, Veterans, families, and members of the community on recovery model of care.
4) Adheres to operational policies and procedures for the Mental Health Service as established by the Mental Health Leads.
5) Assists with and begins to initiate ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program.
6) Develops and begins to initiates professional, collegial relationships with other health care programs in order to effectively coordinate services.
7) Complies with national and local performance measures.
Teaching and Training: (10%):
1) Provide training and teaching to all staff during New Employee Orientation on Recovery and Patient Focused Care initiatives. 2) Provide training to staff on Recovery Model implementation and Patient Focused Care initiatives to include CPRS - MH Suite templates, Safety Plans, Treatment Plans, Suicide Risk Reduction initiatives and other high risk patient needs.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement - (1) You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed;
OR
a) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
b) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
c) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.
Board Certification and Loss of Credential
Grandfathering Provision. All persons employed in VHA as a psychologist on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
(1) Clinical Psychologist, GS-11 (Entry Level):
Experience. At least one year of experience as a professional psychologist equivalent to the next lower grade level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-11 grade level.
(b) Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders, and may conduct research. They may be assigned to any program area. Psychologists who are not licensed must practice under the close supervision of a licensed psychologist.

The full performance level of this vacancy is 13. The actual grade at which an applicant may be selected for this vacancy is in the range of 11 to 13.
