The Mann-Grandstaff VA Medical Center is recruiting for an Administrative Officer (AO) for the new Spokane Valley Community Based Outpatient Clinic (SVCBOC). The AO serves as the facility and operations manager, responsible for performing key duties in administration processes and program management. The AO will support all services and personnel assigned to the SVCBOC.

Duties

Reporting directly to the Associate Chief Nurse Executive, Outpatient Nursing Services, the AO is positioned to serve in the role of a non-supervisory clinic manager. The AO will employ advanced communication to liaise between executive leaders and frontline leaders assigned to SVCBOC to ensure adequate resources are in place to care for our Veterans. A key responsibility for the AO is administration and program management; project and change management will be critical skills for success in the position. Duties include, but are not limited to: Designing and implementing long- and short-range plans for the SVCBOC Emergency and safety program management Reporting of clinic activity (access, throughput, wait times, etc.) Timekeeping and labor mapping Project management Contracts, infrastructure, equipment, and supplies Space management, planning, and forecasting The AO will be expected to operate under unique and constantly changing conditions. Independent and proactive decision-making will be required to achieve success at the SVCBOC. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-11. Work Schedule: Monday-Friday 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Experience leading/managing complex projects and/or teams; Experience with change management; Clinic/Physician practice management experience. You may qualify based on your experience and/or education as described below: GS 9 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative support; Interpreting policy and procedures; Data Analysis and/or reports; Preparation and coordination of document; Knowledge of budget or fiscal responsibilities; Knowledge of Human Resources policy and procedures; Timekeeping duties; Assisting with space and equipment. OR, Education (Transcripts Required): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D in a related field of the position to be filled. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must have been obtained in an accredited college or university. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience equivalent to GS 7 described above to meet the total experience requirements. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must have been obtained in an accredited college or university. Education cannot be credited without documentation. GS 11 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative Management, Policy development and maintenance, Data Analysis and report preparation, budget management and preparation, fiscal responsibilities related to Contracting officer Representative, Personal Administration, Timekeeping expert, Suspense management, Space and equipment management. OR, Education (Transcripts Required): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M, in a related field of the position to be filled. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must have been obtained in an accredited college or university. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (beyond a master's degree) and specialized experience equivalent to the GS 9 as described above to meet total experience requirements. (Only education in excess of a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree is credible.) Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must have been obtained in an accredited college or university. Education cannot be credited without documentation. Physical Requirements: The work is primarily deskbound and is usually accomplished while the incumbent is comfortably seated at a desk or table. Physical exertions including stretching, reaching, and pulling or pushing carts occur when assisting with inventories or activities involving retrieving items from shelves and cabinets.
