Duties
SUMMARY: The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years. The incumbent may be designated as the supervisor on duty, as needed, whenever the Child Development Center (CDC) Director is not physically in the facility.
DUTIES:
Designs, implements, and reviews activity plans.
Observes and evaluates each child's health and development and reports on and maintains records of observations.
Prepares and implements specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children.
Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects.

- May be required to work other than normal duty hours.
- Training may be conducted during evening and weekend hours.
- Must complete additional training requirements to include Cardiopulmonary Resuscitation, First Aid, rescue breathing, and food handlers.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes
providing specialized developmental care and instruction for children in the Child Development Center (CDC). Performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years. Designs, implements, and reviews activity plans to include using own initiative to design and implement a variety of activity plans to stimulate and sustain the interest of children and to contribute to their social, emotional, cognitive, and physical development, attends to the physical needs of children such as diapering, feeding, toileting, resting, etc., helps children to develop self help skills.

EDUCATION: Applicant has successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants has a combination of experience and education to qualify for this position and the computed percentage of the requirements is at least 100%. Note: you MUST submit a copy of your transcript(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Child Development regulations, procedures, and processes.
Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
Knowledge of Child Development Center regulations, programs, and operations.
Ability to develop creative and innovative activity and special program plans.
Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
