About the Position: This position is a Recruiting Operations Officer with the United States Army Cadet Command 3rd Brigade, Southern Illinois University Edwardsville located in Edwardsville, Illinois.
Duties
Make recommendations to correct deficient program issues.
Provide sound advice on subject such as recruiting, retention, and incentives management.
Responsible for the development and execution of recruiting plans.
Responsible for gathering, identifying and analyzing recruiting program issues ensuring that programs function effectively and effectively.
Participate in recruiting activities in pre-selected areas in an effort to increase public awareness of the Reserve Officer Trainig Corps (ROTC) program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel required 30% of the time/May require 6-12 weeks TDY in Support of Cadet Command Summer Training/ Employee required to attend Cadet Command Civilian Personnel Orientation (C3P0) training 3rd week from EOD at Fort Knox, Kentucky.
- Must successfully complete a pre-employment physical.
- Must be able to obtain and maintain or possess a valid driver’s license.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as 1) applying policies to perform management activities such as recruitment, retention or incentives; 2) utilizing automated systems to complete marketing operations; 3) analyzing recruiting strategies to support mission requirements; AND 4) assisting in the development of recommendations to improve the effectiveness of the recruiting process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communications, Marketing, Business Administration, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
