This position is part of the Defense Media Activity. The incumbent will be responsible for serving as the Vice-Provost leading the Course Development Office in the development of relevant and effective communication occupational training for the Department of Defense.

Duties

As a Supervisory Education Program Administrator at the GS-1710-13 some of your typical work assignments may include: Closely coordinating with the Dean of Faculty and Academic Affairs, as well as program analysts to ensure delivery of consistent, high-quality training programs that meet or exceed military public affairs and visual information occupational standards. Leading institutional accreditation compliance efforts as well as course evaluations for collegiate credit recommendations and micro-credentialing. Reporting activities to the Public Affairs Training and Education Counsel and plans development efforts to achieve their strategic priorities pertaining to curricula development of residential and distance learning courses. Identifying operational and administrative resource requirements for their department and advises the provost on annual and multi-year program budgets, including the assignment of personnel to lead course reviews, evaluations, and development projects. Executing annual spend plans and serves as the COR for curriculum authoring service contracts, accreditation and program evaluation contracts, and provides oversight of the execution of inter-Service agreements. Providing oversight and supervision of the DINFOS Library staff, Course Development Office, and PAVILION, the extensive knowledge base of trusted learning resources designed as a learning tool for fleet and field DoD communicators.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Serving as an authoritative consultant, strategist, and planner for the development, implementation and evaluation of innovative delivery of occupational education courses for public affairs, strategic communication, visual information production/management. Maintaining training and certification in according to agency requirements. Working with acquisition and procurement professionals to develop solicitations, technically evaluate proposals, and perform COR duties in the execution of the contract(s). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1710 series. Degree: that was supplemented by professional teaching or staff experience at the elementary or secondary levels that demonstrated thorough knowledge of the operation of educational programs at the elementary or secondary levels, and completion of at least one semester or the equivalent of graduate-level course work in school administration or school management, and/or curriculum development. You must submit transcripts. or 2. Possession of a permanent license or certificate for school administrator (either elementary or secondary) issued by a State, the District of Columbia, or one of the territories or possessions of the United States. Certification must be uploaded to your application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
