This position serves as a senior level manager responsible for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for a Medical Center in the Veterans Health Administration, a major organization within the Department of Veterans Affairs (VA).
Duties
The duties related to this position include but are not limited to the following:
The incumbent performs related program and administrative management functions, such as planning, evaluation, training, correspondence control, and special projects including serving on boards or committees involving strategic workforce planning, EEO/AE, D&I, ADR, and CR, and related program areas.
Incumbent researches and analyzes related programmatic and administrative issues, applies complex analytical techniques, and develops recommendations for appropriate corrective actions or solutions. Incumbent serves as the organization's liaison with internal and external stakeholders and re presents the senior organizational official at meetings and conferences related to EEO/AE, D&I, ADR, and CR.
The incumbent serves as the principal advisor to the Medical Center Director, subject matter expert, and spokesperson for the facility in the areas of EEO/AE (including Special Emphasis Programs and reasonable accommodation services), D&I, ADR, and CR functions. The incumbent directs and is responsible for all aspects of the aforementioned program areas, including planning, evaluation, advisory, training, consultative, and reporting functions for the facility.
The incumbent proposes and develops policy and responses to correspondence for the facility on all EEO/AE, D&I, ADR, and CR matters, and acts as a liaison and/or spokesperson on such matters with persons and/or groups within and outside of the facility.
The incumbent provides sound and authoritative technical guidance to management, employees and applicants regarding human resources practices that impact equal employment opportunity, workforce diversity and workplace inclusion. In doing so, the incumbent must establish and maintain effective relationships with, and gain the confidence and cooperation of employees, supervisors and managers, and other stakeholders in the process such as union officials on complex EEO/AE, D&I, ADR, and CR matters.
The incumbent manages the facility's Special Emphasis Programs (SEP) in accordance with VA policy, VA Diversity and Inclusion and the VHA Special Emphasis Program Advisory Committee (SEPAC) Strategic Plans.
The incumbent manages the local ADR Program which provides an array of alternative strategies used to resolve disputes voluntarily without resorting to formal complaint investigative or adjudicative processes and during administrative processes such as the EEO complaint process.
Work Schedule: Monday to Friday, 7:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to planning, evaluation, training, correspondence control, and special projects including serving on boards or committees involving strategic workforce planning, EEO/AE, D&I, ADR, and CR, and related program areas; researching and analyzing related programmatic and administrative issues; applying complex analytical techniques, and developing recommendations for appropriate corrective actions or solutions; providing sound and authoritative technical guidance to management, employees and applicants regarding human resources practices that impact equal employment opportunity, workforce diversity and workplace inclusion.

Physical Requirements: The work is normally sedentary in an office environment.
