Duties
Position is located at the Northern California Area Office (NCAO). Provides leadership, program execution, and guidance, and facilitates the overall requirements of the Area Office security and emergency management activities. Area Office security includes the responsibility for planning, formulating, and coordinating all physical security operations and related information security. NCAO facilities are some of the most critical facilities in Reclamation with a National Critical Infrastructure (NCI) rating. The facilities are principally Reclamation-owned and may be operated and guarded by Federal forces or by another entity, but may also include other Federal, State, local, or private facilities for which Reclamation provides advisory services through cooperative agreements or similar instruments. The primary mission of the security function is to protect the property and lives in and around all Area Office facilities and grounds from hazards that may include, but are not limited to, terrorist or criminal activities, vandalism, sabotage, trespass, theft, fire and/or accident, or willful damage and/or destruction.
-Plans and executes the security program to ensure physical security and life safety of personnel associated with Area Office facilities and features, such as dams, power plants, switchyards, water delivery systems, water impoundment features, and associated lands,
buildings, and facilities under Area Office jurisdiction.
-Administers Federal rules and regulations which apply to the Area Office and establishes requirements for the Area Office Security
Program. Coordinates security operations with Area Office management and staff, and with the Regional Security Manager for Region-wide concerns.
-Coordinates and develops Area Office procedures and standards and makes recommendations that directly influence changes in Reclamation's security practices.
-Designs and conducts comprehensive surveys and risk analyses of operational functions to determine criticality of facilities, assets, and processes; identifies and assesses degree of vulnerability; and selects or designs appropriate countermeasures that provide the necessary level of protection against the full spectrum of threat array for the Area Office.
-Reviews and performs quality assurance on the management, scheduling, funding, allocation of resources, and prioritization of Area Office security activities, and provides input to those at the Regional and Bureau level. Coordinates Area Office security budgets, including identification of funding needs and development of activity plans in support of budget requests.
-Develops response procedures for on-site security guard force, to include specific use-of-force instructions, and coordinates local, State, and Federal law enforcement response plans to ensure rapid reaction to serious intrusions to those assets.
-Implements programmatic security requirements established by DOI, Reclamation, or Region. Evaluates the effectiveness of existing security practices; recommends the type of control requirements, procedures, and facilities needed; ensures that the security workforce and visitors are adhering to established policies and practices; and recommends appropriate actions to correct deficiencies.
-Develops plans and coordinates security services for the Area Office, including incident investigation involving misconduct, loss, and accidents; traffic and visitor control; enforcement of agency security rules and regulations; care and maintenance of assigned equipment; protection of physical facilities; and security training.
-Develops procedures for the temporary detention of violators and ensures that all detainees are properly transferred to an applicable law enforcement authority.
-Establishes and manages the screening process of visitors by implementing practical screening processes, using industry accepted tools such as x-ray machines and/or Walk Through Metal Detectors (WTMD).
-Performs, or ensures guards perform, routine inspections on the condition of the facility access points and their approaches such as roadway, security/traffic signs, parking lots, and road and highway markings to ensure they are in safe and working condition, posing no undue hazards to the public or employees.
-Assesses the readiness of facility elements and security guard forces, where present, to deter and withstand terrorist attacks.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience that provided a knowledge of protective systems and techniques. Applicants must also possess supervisory or managerial experience with administrative, operational and/or technical direction in working with security or protective type programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/16/2024.
