Duties
The position is responsible for ensuring the overall management and supervision of day-to-day administrative support activities and Area Office training requirements.
Maintains oversight over a variety of support services functions of an area office. Correspondence, developing and maintaining correspondence management processes, including development and use of specific (or form) paragraphs or letters, correspondence style and format guides and manuals, action officer or suspense controls, and similar matters.
Monitors the work of subordinates responding to public FOIA requests, works with NCAO managers to compile and retrieve data, emails, and documents for the request.
Serves as first line Supervisor of the Administrative Division's Office Services team, which includes the functions of training, timekeeping, mail, filing, Freedom Of Information Act (FOIA), a USAccess Center, and all administrative assistance for the Area Office.
Provides guidance, plans work to be accomplished; sets and adjusts priorities; and prepares schedules for completion of work.
Responsible for the development, coordination, implementation, administration, and evaluation of the NCAO Training Program. Assumes primary responsibility for planning, developing, directing, and conducting the NCAO training programs such Safety, physicals, firearms training, mandatory occupational training that provides for the skills mastery and career advancement of approximately 200 employees and managers.
Oversees the NCAO Apprentices which may manage up to a total of 6 apprentices for the electrical, communication and instrumentation mechanic, maintenance, plant mechanic and operations divisions.
Qualifications

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience but not limited to: normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

Education: Successfully completed two full academic years of graduate-level education or a Master's degree in a field of major study - public administration, business administration, industrial engineering, industrial management or other administrative or management field related to the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination and specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.
