You will serve as a RESILIENT/RENEWABLE PROGRAM SUPERVISOR in the ENERGY MANAGEMENT DIVISION of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will manage or assist in the management of a renewable energy program for a large organization, installation or region You will oversee renewable energy projects from cradle to grave, ensuring all project phases are completed on schedule and within budget You will prepare and/or provide input to local policies regarding energy management procedures, to align them with command, regional or agency goals and initiatives You will assemble, analyze, and track energy program metrics to determine program performance against established goals and provide response to data calls and information requests as well as for presentation to management

Requirements

  • You will be required to obtain and maintain a current Professional Engineering (PE) license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. Do you meet this requirement? Note - If you respond "YES," you MUST provide a copy of your current registration with your application. NOTE: A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing utility generation and distribution systems; 2) Executing large complex renewable and/or alternative energy projects; 3) Administering third party financed energy projects including Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), Enhanced Use Lease (EUL) & Power Purchase Agreements (PPA), knowledge of DoN, CNIC, as well as other NAVFAC clients; and 4) Leading the work of professionals in a geographically diverse environment. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: Engineering. To be acceptable, the program must:

(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET;

or

(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
