This position is located in Office of Administration, Facilities Management Division, Field Space Management.
As a Space Management Specialist, you will serve as a project manager with the responsibility to develop and implement policies and procedures for the space acquisition, design, and construction for the offices within the USCIS portfolio.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Program, design, analyze, oversee, coordinate and approve the adequacy of space requests, plans, special requirements, new construction, alterations and repairs.
Coordinate the ordering, installation and integration of project-related amenities such as furnishings, data and voice equipment, including cabling.
Serve as the primary point of contact for senior office managers and personnel from USCIS and other Federal agencies as well as private architectural and engineering firms, construction managers and contractors for coordination.
Conduct surveys and studies developing project requirements, prepare design intent drawings, monitor construction and prepare recommendations throughout, major construction projects to be undertaken.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/20/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/20/2024.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Assisting with processing the preparation of schematic level cost estimates associated with building and/or facility related projects.
Assisting with processing the development of building and/or facility related projects that require procurement and execution processes.
Designing conceptual plans for interior layouts.
Applying basic knowledge of architecture and engineering concepts.
OR
You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Assisting with the processing and preparation of schematic level cost estimates associated with building and/or facility related projects.
Assisting with the processing and the development of building and/or facility related projects that require procurement and execution processes.
Assisting in the development of long-range space management studies and forecasts.
Applying basic knowledge of how to prepare scopes of work and develop construction plans, specifications, and layouts for space management projects
OR
You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Using established processes and procurement procedures required to obtain space.
Assisting with the preparation of leased facility construction cost estimates.
Developing initial design documents utilizing known spatial relationships and space standards.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Developing long-range space management studies and forecasts.
Preparing construction plans, specifications, layouts and cost estimates for space management projects.
Collaborating with architectural/engineering firms, construction managers or contractors for coordination, sharing information and resolution of issues or problems relating to space management activities.
