Duties

WHAT IS THE Research, Applied Analytics and Statistics DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Bod 1 Sub BODs The following are the duties of this position at the full working level. Plans and carries out major projects for collecting detailed statistical data from tax and information returns and other primary sources. Takes a leading role in managing all project areas, which includes determining user requirements, program content, sample design, information systems design, training field personnel, and data collection and correction procedures. Coordinates file delivery and data publication. Applies various statistical techniques to the applicable subject matter area including analysis and modeling of multivariate, sampling, analysis of variance, determining confidence limits, and analysis of frequency distributions. Reviews economic, statistical, tax, and technical literature for the purposes of maintaining proficiency as a technical expert and adapting new methods to Division work. Directs and mentors junior staff, reviews the work of other analysts, and provides feedback to management regarding staff performance, and demonstrates leadership in the office including regular assignments as acting supervisor. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-14 LEVEL: In addition to meeting the basic requirements (positive education/experience requirement) above, you must also have the following: At least one year of specialized experience equivalent to the GS-13 level that demonstrated the ability to manage multiple assignments that required a wide range of knowledge of management and program oversight; public and/or business administration or public policy; qualitative and quantitative methods; planning policies and procedures; negotiation techniques; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts; Examples may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact. In addition to the above, in order to be eligible, applicant must possess specialized experience interpreting, analyzing, and managing large workforce data sets to identify potential barriers and trends related to diversity and inclusion. Designing, developing, and maintaining data in the form of metrics scorecards, reports, analyses, dashboards, etc. to inform diversity strategies, drive key business decisions, and communicate key human capital concepts to readers. Transform and present data using visible, clear, and compelling graphics that communicate findings and recommendations that drive leaders to take action on the result. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
