About the Position: Serves as Financial Systems Specialist with responsibility for planning, coordinating and compiling complex financial data related to budgeting, reporting, training, financial management, auditing, accounting and Foreign Military Sales (FMS) case closure procedures and concepts.

Duties

Plans and coordinates the development, summarization, and substantiation of complex accounting data affecting numerous accounts and customer codes of several appropriation and trust funds. Analyzes forms, formats, procedures, workflow, and policies of serviced organizations and provides authoritative recommendations to improve accounting operations and the utility of accounting data. Serves as the Training and Doctrine(TRADOC) Foreign Military Sales (FMS) Case Closure lead. Initiates, coordinates and tests system change requests and new releases affecting automated accounting, auditing, and case closure systems. Trains accounting staff in automated procedures such as online input and data inquiries into GFEBS, STANFINS, CISIL, DIFS, PBAS, DSAMS, and DTS. Performs and coordinates statistics, reconciliation and extraction of data from automated reports to develop and maintain a variety of diversified special and recurring reports. Exercises the full range of personnel management responsibilities over subordinate positions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require temporary duty (TDY) for business for up to 20% of the time.
  • Position requires Financial Level 2 Certification within 24 months.
  • Position requires Security Cooperation Workforce Proficiency Level 1 within 12 months.

Specialized Experience: One year of specialized experience which includes experience reviewing and compiling financial data as it relates to budgeting, reporting, training, financial management and/or auditing; AND experience analyzing, modifying and maintaining financial databases such as General Fund Enterprise Business System (GFEBS), Standard Finance System (STANFINS), Centralized Integrated System for International Logistics (CISIL) or Defense Integrated Finance System (DIFS).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial Management AnalysisFinancial Management SystemsFundamentals & Operations of FinanceLeadershipOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
