The primary purpose of this position is to review and reconcile Master Military Pay Accounts (MMPA) transactions that are processed against several systems. Determines and processes complicated pay adjustments and changes for pay transactions for accuracy of entitlement determination.
The organizational location of this position is: Headquarters Individual Reservist Readiness and Integration Organization (RIO), Buckley AFB, CO.
Duties
Complete a variety of complex Military Pay transactions utilizing multiple Financial Systems (i.e. correction and adjustment of several items of pay due to changes in other parts of an account, reconciling out of balance accounts, one-time payments, etc.).
Validate Military Pay entitlements assigned to Tour Requests or TDY Orders generated in the Air Force Reserves Order Writing System - Reserves (AROWS-R). Researches, retrieves and reviews sensitive administrative and financial information for internal and external agencies.
Technician participates in managing, resolving and processing a wide range of routine, special and complex pay actions, sensitive and high interest debt collection cases which typically require extensive research and technical expertise. Applies the appropriate regulations, GAO, BCMR and Comptroller General Decisions IAW the Barring Act while computing complicated and outdated debt collection action.
Functions as the OPR for unique reserve programs and processes technical military pay actions in support of the AF Force reserves.
Provides customer service support in person or by telephone, as well as completes correspondence whether by answering written inquiries or through the preparation of letters to obtain omitted or sensitive information related to military pay entitlements.

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Military Pay, Series 0545
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of current and prior military pay procedures, regulations, laws, and applicable Comptroller General Decisions to resolve complicated pay problems and/or determine and process a full range of military pay transactions and reconstructs pay records. In addition to having knowledge and understanding of the automated pay system's internal processing methods, interrelationships between pay system files, audit trail requirements, detailed input requirements, and output products to determine when manual processing is necessary, to devise methods for input transactions to bypass computer operations, and to troubleshoot, identify, and report programming and system problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and ability to interpret a large body of complex rules, regulations, laws, and procedures for one or more military pay specializations; the data system(s) used to support military pay actions; and federal debt collection rules and regulations.
Skill in performing complex arithmetic computations to compute military pay.
Ability to interpret/apply regulations and procedures related to military pay.
Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
