This position is located in Police Service of the VA Southern Nevada Healthcare System in Las Vegas, NV. The mission of the Physical Sec Spec (Non-Uniformed) is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization.
Duties
Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft.
Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented.
Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements.
Collects information and prepares reports on the facilities compliance with VA operations, regulations Physical Security and Physical Access Control Systems (PACs). Level resources and knowledge of security program interrelationships.
Identifies conflicts between VHA and OIT Security requirements/regulations during security surveys. Researches the requirements for each service and suggests courses of action to the Supervisor for a final decision.
Participates with senior-level Physical Security Specialist and provides suggestions to the Chief of Police regarding matters pertaining to security systems and security of other VA/VHA/NCA/VARO assets.
Serves on focused groups regarding physical security policy, doctrine, utility and implementation. Provides input in discussions and drafts changes for higher leadership's review and approval.
Collects information and preparing reports on the facility's compliance with VA operations and regulations;
Conducts system audits and evaluates reports of alleged security violations.
Establishes, develops, and maintains effective working relationships with other staff offices.
Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedure, and resolve problems that arise.
Participates on special projects and initiatives, and performing special ad hoc assignments.
Develops various physical security-related documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages, including the Veterans Health Information and Technology Architecture (VistA) System, Microsoft Word, Excel, PowerPoint to enter, access and retrieve information in the medical center computer system. Maintains a Physical Security Tracking report to ensure physical security surveys are followed up promptly.
Attends security meetings to gather and share new/changed security program information with security personnel.
Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages.
Ensures physical security surveys are followed up promptly.
Performs related duties as required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of criteria, equipment, and techniques of VA security administration and programs to resolve well-defined questions and conditions that commonly arise in the course of day-to-day program activities.
Knowledge of VA security administration and protection regulations, policies, procedures, and practices to serve as a participant in meetings and ad hoc committees developing local VA implementing plans and instructions.
Knowledge of the interrelationship of personnel, information, industrial, automation, counterterrorism, and VIP visit security program areas to assist senior level Physical Security Specialist in the development of physical plans and procedures.
Knowledge of the latest varied security equipment and devices on the market in order to plan and implement cost-effective protective methods and security procedures which are not a hindrance to productivity and accessibility to personnel.
Knowledge of industrial security to establish and monitor physical security procedures for contractors in compliance with VA regulations and negotiated security agreements.
Knowledge of building construction blueprints and contracts to provide physical security input on all planned VHA/VBA/NCA/V ARO projects concerning security engineering and electronic security systems.
Oral and written communication skills to communicate clearly and concisely to a broad audience of professional, technical and administrative personnel, diplomatically and tactfully.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors.
Work Environment: On-site surveys, inspections, and assessments require exposure to a wide variety of working elements, both indoors and outside, general and specialized office space. Clothing is subject to being soiled when checking basements, crawl space, attics and other similar areas. Wearing of safety clothing and equipment when in construction or industrial areas is required.
