About the Position: This position supports the mission of the J-8 Financial Operations Directorate and is located in Aurora, Colorado. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Develop and independently conduct various audits and tests of the financial data in the quarterly/periodic Defense Health Program (DHP) financial statements produced by the Defense Finance and Accounting Service (DFAS). Independently plan, design and develop, within accepted accounting principles and procedures to be followed in reviewing and analyzing accounting data entered in the system of record. Recommend and manage implementation systems changes for enhanced performance of the Defense Health Program’s multiple accounting systems. Coordinate requirements for specific system architecture changes to automated accounting systems in order to comply with DoD, DFAS, and U.S. Department of the Treasury regulation changes. Responsible for developing and implementing management controls and auditing financial transactions for the DHP appropriation. Provide technical assistance with the management of the DHP Financial Statement Reporting Entities to ensure the efficient and effective use of resources including human resources, appropriated funds and physical assets.

Basic Requirement for Accountant, GS-0510-14 position: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")ORCombination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the GS-13 level or equivalent which includes: assisting with the management of standardized accounting systems; revising financial management systems; providing guidance to software engineers; and conducting technical evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required Specialized Experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies and Principles of AccountingFinancial AnalysisFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
