Duties
Serve as an expert in fixed wing flight performance and mass properties (fixed wing and rotary wing) and evaluate the airworthiness qualification of systems and subsystems aboard current and future Army aircraft.
Oversee the review of design and detailed analysis; development of airworthiness requirements; and technical evaluations of reports and data.
Oversee the analyses used to substantiate airworthiness requirements for fixed wing aircraft flight performance/mass properties (fixed wing and rotary wing).
Provide expertise in leadership, communication, negotiation, and relationship-building skills required to foster a healthy and positive working environment within the organization
Assign, manage, and track tasks to ensure that all the technical responses are accurate, timely, and resolve any technical issues that arise
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Selectee must be able to obtain and maintain a Secret Security Clearance.
- Business travel is required approximately 25% of the time.

Specialized Experience Statement: To qualify for the DB-04, applicants must have at least one year of specialized experience at the next lower pay band (DB-03) or equivalent grade level in the Federal government. Specialized experience includes performing the following: (1) Applying expertise in fixed wing flight performance AND mass properties (fixed wing and rotary wing for program office or project, (2) Applying both the Army and commercial airworthiness process, (3) Applying experience in evaluating fixed wing flight performance and mass properties (fixed wing and rotary wing) as it pertains to new aircraft or aircraft modification, (4) Providing technical leadership to functional teams and foster on creating and maintaining a positive and productive work environment, (5) Applying strong verbal and written communication skills, especially in relation to complex aviation issues involving fixed wing flight performance and mass properties (fixed wing and rotary wing).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12-14).
