Duties
You will plan, evaluate, initiate, organize, encourage, direct, and coordinate basic research, exploratory development, and advanced development projects.
You will be expected to participate in group endeavors that establish future DoN science and technology needs and opportunities.
You will formulate overall program objectives, milestones, and tasks.
You will serve as a source of science and technology information in your respective field and will have frequent interactions with customers and senior officials.
You will participate in ONR, OPNAV, DoD, federal, and other activities to formulate DoN, DoD, and national science and technology needs and requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
You will serve as a Mechanical Engineer in the Advanced Naval Materials and Systems Division of OFFICE OF NAVAL RESEARCH.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (GS 11-13 or NP-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Demonstrating expert technical knowledge and experience in the performance of and/or management of science and technology in the fields of mechanics, mechanics of materials, and materials science and technology; 2) Leading complex systems development and/or the management of large-scale research and development programs, especially those involving new and emerging technologies; 3) Working with technical specialists from a wide variety of disciplines, translating general requirements or objectives into clear technical issues, and formulating prioritized science and engineering plans to resolve those issues; 4) Planning, programming, budgeting, evaluation, and analysis of research and development programs; and 5) Preparing and delivering oral and written presentations to a wide variety of audiences ranging from Flag Officers to the general public.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 08XX Series:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
