Join the Department of Justice's National Security Division (NSD) and play a pivotal role in safeguarding the nation's security. NSD leads the Department's efforts to combat terrorism, counter espionage, and enhance cybersecurity, while serving as the primary liaison to the U.S. Intelligence Community. As the Logistics Management Officer, you will oversee critical Division-wide programs, ensuring seamless operations across procurement, facilities, logistics, and support services.

Duties Required of the Position
Lead and manage a team of professionals up to the GS-14 level, ensuring optimal performance and alignment with NSD's mission.
Establish performance expectations, conduct evaluations, and provide regular feedback to employees through formal reviews and informal discussions.
Plan and distribute work assignments, ensuring adequate coverage during peak periods and addressing competing priorities effectively.
Identify and arrange for training opportunities to enhance staff capabilities and support career development.
Resolve informal complaints, address grievances, and implement disciplinary actions when necessary.

Facilities and Logistics Management
Oversee all aspects of facilities operations, including property management, logistical support, and telecommunications services, ensuring compliance with DOJ and GSA policies.
Direct space planning efforts, including acquisition, utilization, and design of office layouts, to meet operational needs.
Prepare comprehensive space projections and associated budgetary analyses to support NSD's strategic and financial planning processes.
Serve as the primary liaison with DOJ's Facilities and Administrative Services Staff (FASS) and Justice Building Services (JBS) to manage facility maintenance, repairs, alterations, and construction projects.
Develop and implement logistics management policies to improve supply chain efficiency, equipment utilization, and accountability.
Ensure security and accessibility of NSD buildings, grounds, and offices, coordinating with internal and external stakeholders to meet operational and safety requirements.
Space Planning and Design
Lead the planning and execution of office space designs and layouts, incorporating operational needs, technology integration, and physical security requirements.
Oversee construction and build-out projects, ensuring compliance with timelines, budgets, and project specifications.
Collaborate with staff to ensure adequacy and accuracy of telecommunications and IT infrastructure placements during space planning.
Monitor project progress, addressing delays or challenges proactively, and provide regular updates to NSD leadership.
Negotiate with GSA landlords and other stakeholders to secure agreements that align with NSD's operational and budgetary goals.
Procurement and Contract Administration
Manage and direct procurement and contracting activities, ensuring compliance with Federal Acquisition Regulations (FAR), DOJ Acquisition Regulations (JAR), and related policies.
Lead the development of Statements of Work (SOW), acquisition strategies, and solicitation packages for complex procurements.
Negotiate contracts, resolve disputes, and execute modifications to support NSD's evolving operational needs.
Provide expert guidance on procurement matters to NSD leadership and staff, serving as the subject matter expert on acquisition processes.
Establish policies and procedures to streamline procurement actions and enhance compliance and efficiency.
Evaluate contracting programs through regular reviews, audits, and discussions, identifying areas for improvement and implementing corrective measures.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.

Qualifications
To qualify for the position of Logistics Management Officer at (GS-0346-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To Qualify for the Management and Program Analyst GS-0346-15, your resume must demonstrate one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Independently performing facilities manager duties (such as but not limited to: Real estate leasing, floor planning, office design, workspace layout planning, etc);
Independently performing acquisition duties (such as but not limited to: identifying needs, negotiating bids, writing contracts, resolving disputes, and verifying deliverables); AND
Leading cradle to the grave operations in office space management.
